Trying to find out what I'm working with here - It's a Briggs and Stratton Motor that is a New Stock - 13 A is the only lettering or numbering I can find on the engine block.

Any help is appreciated!

I do not - It was in my grandfather's basement, tucked in the corner still in the box.

These are the only two number's I see anywhere on the block. I've never seen one with a mechanical stop like that

appears to be a 130000 series .. a 5horse so to speak.
great little engines.
it's not new though...
missing shroud is a bummer indeed.
it should carry the exact type of engine (and DOM)
Also it's painted over for some reason (not very good either)
so chances are it was touched by someone who didn't give a shirt.

oh that "mechanical stop" is an electrical stop ;)
and it MUST NOT get painted over!
(it needs to ground the spark plug reliably in order to work)

since size is hard to judge from a pic 5hp is only a guess
(especially since same age 3hp 5hp and 8hp flattie briggs look very much to be the same size on pictures [without reference])

if you cannot find the shroud,
just measure the single stroke exhaust volume to know for sure.
(you can also pop the head off and measure bore and stroke if you like, but a tube on the exhaust and a bucket of water might be easier and you don't need to crack it open ;))

Thank you.

It is new, being as it's never had gas or oil put into it, nor cranked, it would classify as new.

What will the be the difference in size between the 3hp or 5 hp?

The Paint probably looks off because of a metal cover I took off looking for id numbers.

the metal cover is the shroud, that's what carries the numbers.

And no, that engine was painted over at one point..
by a lazy amateur I am inclined to add..

briggs never collected that many dust particles in a paintjob,
they also refuse to paint parts in one piece that do need to come apart;
they never spray painted the carb nor the spark plug wire and so on and so forth.
(painting the varb is a very bad idea with all the intricate vents and miniscule holes that can clog up by such lazy paintjob)

it had never fuel or oil in it...
I'd be amazed if that's true.

We can argue semantics about the newness of the engine all we want.

I'll open the head up if you want buddy, and honestly if all you are going to do is banter don't reply to my posts. I'm asking for assistance on identifying the engine.

For the PTO - I doubt it, it may have a different shaft that what is normal, but who knows. It was found in my grandparents basement tucked off in the corner. It was most likely bought as a replacement tiller or generator motor and never installed

My first impression when I saw this engine when I seen it was that it was painted over. Looks like an overhaul job to me, maybe a rebuild. A factory new engine never had the metal contact on the plug wire painted nor was the spark plug ground contactor shut off lever. Carbs weren't spray painted. They came as needed from their own manufacturing process. Just the paint bleed over on the decal should be enough evidence to a novice to prove it was repainted. Not to mention the debris under the paint. And most engines had cylinder heads left in the unpainted state for better heat dispersion as well as the jugs. Many of the mower engines were painted.

I think this is a rebuilt engine.

Anyways..

without the partnumber and or detailed pics of the engine and it's ionternals (to know what crankshaft bearing(s) is(are) installed) we cannot positively ID that engine

we can only point you in the general direction

if that engine is 29cm tall (base to top of head bolts)
it's more than likely a 5horse (unlikely but still possible a 4 horse)
if it's smaller it'll be a 3horse and if significantly bigger an 8horse.

A rusted off aux shaft isn't exactly a sign for a decent engine state.
And not really encouraging either when we had to judge it's internals from that.

cracking the ehad open isn't a bad idea, then you can measure the bore and stroke to determine it's combustion volume (and thus the hp rating it had)

Someone painted that engine over (very badly) and that alone makes me think,
that someone didn't cared the slightest about if that engine runs or not...
which to me sounds like an already worn out and worthless engine.
the alternative would be that this someone is/was a moron;
which I can't rule out, but I think is a little less likely.

Maybe it was rebuilt like Wes sugegsted..
but then, why not fix the camshaft?
why put effort in rebuilding and ZERO in repainting?
Chances are it's not even that...
And if it would've been rebuilt after being repainted you'd see toolmarks and cracked paint all over.

Anyways.. you want to call it new for some unknown reason,
feel free..
just do not try to sell it as such, since that would certainly classify as fraudulent ;)

I personally would suggest you to inspect it thoroughly,
before you try to start it up, rather be safe than sorry.

Moment of truth-
Here's the crankcase and valves - Found it was in a non climate controlled building for 15-20 years before it was moved into the basement.
