So I plan on buying a 79cc predator engine from harbor freight. What gear ratio would I use to get 35 or 40 even 50 mph with a 70 or so pound frame with 150 on top off that and with 10 inch tires

With a 79cc engine you are not going to reach those speeds. You would have to gear real low to get your kart to move, and because of that you won't have much speed.

35mph is REALLY fast when you are sitting on a kart. 70 is just plain stupid ridiculous. You are also going to have to be super sure about the integrity of your kart, and please don't take offence, but I can pretty much guarantee that the kart you make won't handle those speeds (unless you get it professionally made).
