I have a 1hp marathon electric motor and it works but the go Kart clutch I put on it and the motor doesn't spin fast enough to engage the clutch what should I do

Direct drive.
If it's not engaging the clutch then it's probably not even hitting 2,400rpm.
I put a screen door spring on a go-kart clutch once to make it work with an 1,800rpm electric motor for a compressor. It would let the motor spin up to about 200rpm before starting to engage.

Get rid of the clutch.

Don’t hammer pennies between the bell and shoes to make a direct drive.
