There are ways to make one quite cheaply. I know you can make a proper one quite simply (i think?) but I'm not sure how exactly. My favourite in terms of simplicity though is this. Basically you have stages to the acceleration. Eg, stage 1 will put out 30v, stage 2 34v and stage 3 36v. You could do that with resistors, switches, anyway really. The only issue is that it will drain your batteries at different levels which will reduce lifetime.

In saying that, depending on where you live, motor controllers can be darn cheap.

Have a search for electric projects that have been done here already. I am sure there are some good ideas for throttles.

Sorry I couldn't give any specific help

Hi
I made a throttle from a potentiometer which the cable gas goes around it and rotates it, look in my thread here.

You could use a foot-switch like this:--> http://www.partdeal.com/switches/specialty/foot-operated-starter-switch.html

That's a foot-start button for older cars and trucks. It'd work fine but you'd only have full power or off,
but that's the way I ride my karts anyway ;)

I am new to forum use. This is my first attempt to learn. I am not good with computers but learn quickly.
I believe that older golf carts used a resistor coil. If you check out ez go brand from about 1985 you can pull up parts books. I have more info on the subject. Feel free to E mail me ( if that is possible ).
You can also use rehostats or pots.
The above methods of speed control can waste power but they are simple, cheap and trustworthy.

I will try to get back to you with better info. Hope this first effort gets thru.
