Well, I'm ****ed, can't figure out what the heck is wrong with this engine,
First the engine ran fine no issues, then I decided to mess with it, remove the governor, and reposition the throttle so I can hook up a cable. Took it all apart, removed the oil sensor, removed the governor, reinstalled the gears, I aligned all the dots for the timing, sealed the case up, and get it all back together, and nothing, I removed the spark plug and the spark looked bad, I put a wrench on the end of the plug and there is great spark, put some starting fluid in the cylinder, and in the carb, nothing, like there is no spark, now I would figure I'd get something with starting fluid, but nope. What am I missing???

I took off the valve cover and the rockers were not on the valves, so I corrected that and all I got was a nice backfire, but still not working.
