Alright, here is the deal. I have a Hammer Head 80t. And the clutch is all messed up. It is constantly engaged, even when the go kart is off. When I go to pull the chord to start it, it wants to take off. To start it I have to push it to jump it. We tried cleaning it, the spring, sanded it. lubed it, but it is still locked in the engaged position. Any clue on how to fix it. We got it from our neighbor, we don't know if he messed it up or what.

If it's constantly in gear,

#1 it's a runaway go kart

#2 If something causes the wheel to stop, It could damage the engine

if its engaged with the engine off then you have an assembly or bushing problem. This is a normal cent clutch right? Or is it a variable belt drive?

That makes no sense, its either a cent clutch or you are talking about the driver pulley in a CVT system. I bring that up because I know how the clutch "puck" in the comets likes to loosen its guide pins and jam things up.

In pure theory, yes. Stopping the engine cold dead at, say, 3600 rpm would likely kill something. In reality, the odds against are astronomical. There's probably nothing you could do to stop the engine dead at speed. The kinetic energy would likely overcome whatever was trying to stop it. The chain could absorb the worst of the shock, and if the shock load was THAT big, it'd probably snap, saving the engine anyhow.
And whatever is trying to stop the wheel likely couldn't stop it that abruptly. Instantly to you would still mean one or several revolutions to the engine, negating the massive shock load.

It is not the pulley, it is the clutch, and I told you, I don't know what my neighbor done to it, or the guy before him. All they told me was they did mods to it. I don't know if the cart has the original clutch on it or not. However it most likely has a centrifugal clutch on it so yes.

Zeptra, that's where the pics come in if you can find the time to take some and throw them on here. everyone is just speculating, but trust me, many of these guys are quite good at figuring out your issue from a few good pictures.

Thanks, I am trying to get the pics up, but we just recently sold our camera. However now I am begging to think it is the drive pulley. The bearings inside of it don't want to spin, and the springs are all rusted to pulp.
