Band brake rusted on FunKart

Here are pics of my barn find Indy Style funKart. Looks like the band brake is rusted cuz the drive wheel wont move.

I'm new here so any ideas? I've sprayed it with WD40 and beat on the back of the wheel with a regular size persuasion tool but need to get some penetrating oil.

Should this wheel normally come off after I removed the nut holding it on the axle?

I've tried searching for band brakes, rusted brakes, and rusted band-

Thanks guys!

It very well could be the bearings are seized. I would deflate the tire COMPLETELY and take apart the rum as it looks to have split rims. I would wait though for someone who has more experience to come along.

ok that is a start- when i have tried to loosen the bolts holding the wheel together they just spin. I can't get a wrench on the back of them because the brake drums are in the way I think.

Take a pic of the kart frame without the body. I would be breaking out my bottle jacks and a 2x4. But first pb blaster it and keep trying.
