Driver wheel will not come off

I'm putting new tires on a kart that doesn't have a solid rear axle. The opposite wheel came off fine but I can't figure out how to remove the drive wheel. I've tried banging it loose but it won't budge. What am I missing?

A nut?
Rust?
Cotter pin?

Hard to tell with out pics......

I was going to suggest a set screw or some penetrating oil.
A bigger hammer perhaps?

Finally. Put a block of wood behind it and banged it off.
