Drifter kart drivetrain

I have been planning on starting a drifter kart build this summer (starts next week), but I've been thinking about something. Is there a way that I could work up some type of clutch that will let me lock the rear tires without stalling the engine? I was thinking on linking it to a hand brake. I'll be using a centrifugal clutch at first with a nearly stock engine, however I'll eventually build the engine and use a TC, so whatever I use will need to work with both, and handle about 15bhp.

Has anyone tried anything like this before, or does anyone have any suggestions?
