Unfinished projects king.
I've seen pedal powered karts built out of PVC, man they were dodgy, they flexed as you pedal. Just don't do it.

I bet, properly designed, an extremely cheap, strong, and light kart could be built by using fiberglass over a PVC frame with some metal here and there(like the engine mount plate). You would basically end up with a fiberglass unibody. That's basically how boats are made, but with a wood frame or glassing over a Styrofoam form.
