TT540

I have taken on this project to help out a friend. My job is to fix the drivetrain only. Intended use is for young kids to have fun and not die. Will want to limit it to ~10mph.
Two pictures are included showing the side view (driven wheel shown) and trunk engine compartment with the pulleys galore and a rather sketchy leather belt band brake.
Here's the parts list:
ESC - http://www.electricscooterparts.com/hookup/SPD-YK31C.htm
Motor - MY1020, 24VDC, 500w, 2500rpm. 11 tooth sprocket
?With this motor, what MPH should I calculate for in order to achieve some measure below that calculated number? spec for 15MPH and real world it's 10MPH?
Existing parts: one driven wheel is 40T. tire size is 10". Stock chain size is #40.
The electricity stuff I can manage pretty well on, but where I need help is the mechanical "driven" part. I have cooked up the following options:
1) Instead of the motor directly driving that pulley, I would insert a new concept. A short ~5" shaft with two carrier (pillow) bearings on each end. riding on this would be a better band brake, that same pulley, and a new sprocket. The motor would move a small amount forward and there would be a new short chain inserted to drive it all.
Decided not to do this because of the unknown resulting speed given the number of pullies. Also, the existing bearing on those pullies were not that good.
2) I gut it. I toss out all of the pulleys. Insert a new shaft that is about 14" long with two carrier bearings on each end. This shaft will protrude out of the wheel well and have a new sprocket on it that drives the wheel's axle. Inboard, there will be a new band brake, as well as another sprocket that has a chain to the motor's sprocket. Much like a Jackshaft.
I cannot go directly to the wheel with the motor because I lose my brake that way.
Anybody have some novel ways to go about this? Trying to keep the budget below $100 and I do not want to make it a live axle.
