Cross between a minibike and a go kart?

What is this thing, what is it worth, and is it a good idea to buy? Looks pretty sweet but the CG is probably very high and just as unstable as barstool racers.

It is a monstrosity, it is worth $3.85, and is only worth buying if you can get it for far less than the sum of it's parts. $400 is simply outrageous.

Dangerous. Not practical. For 400 you could get a sweet kart you hold off till one shows up. It's worth 400 to the guy that built it. These projects are all money losing ordeals if you sell anything.
