You can use a easy out seen Here

There is other types out there,But you do need to be careful. You drill a hole in center of broken bolt and insert extractor and turn it will bite the broken bolt. Some times you will get lucky and other times you don't.I have applied heat then used the extractor,The object is th heat the shaft and not the broken bolt, you want the shaft to expand not the bolt.

Is there any sticking out???Maybe weld a nut to it and wrench it out??

If it don't come out the last resort is to do a heli coil.

Those spiral screw extractors work quite well, but you have to be careful no to make the hole too big or break the bit inside of the screw while you're drilling it out.
