I'd start with a Manco product. Newer components (TC's, better brakes, etc.), they're everywhere (aka-cheep), and they come in different sizes. Spend the extra dough on one that runs and drives. Then update it as you go.

Dingo on the left and Amex on the right. Both cages long gone. More street friendly tires. Both do awesome on concrete and grassy fields.
