That's a pump diphram, it only delivers fuel to the carb, not the engine. If it's getting too much fuel, either the jet is too big or the mixture screw is open too wide

well today I went to a local mower shop and they had a used Honda 5hp engine for $120.00 with a 30 day warranty. And my go cart engine is blowing blue smoke and probably time for a rebuild. I don't know if I should sell my go cart or put a used engine on it and sell it. And I need some suggestions

Hey....whatever you feel like. Personally I would just replace the rings to stop the engine smoking. You probably don't need a rebuild

Before you replace the engine check its compression. It should give you a 50 psi reading.
I would run the kart some more perhaps the rings are stuck from sitting around so long. Running the kart will heat the engine & help free up the rings.
You can pour a little automatic transmission fluid down the spark plug hole & let it sit for a week. The automatic transmission fluid will 'work' its way down and around the rings & help loosen them.

50 psi is not much at all. You would want at least 80 IMO

This is the first one I have seen, a seat belt would be good(by looking at the single bar holding the steering I think your crotch would appreciate the safety).

it's not a good idea to have a seatbelt on a kart with no roll cage. if it flips, you want to be thrown free so the kart doesn't trample you - or you want to be able to bail if the need arises. seatbelts are best for karts with solid roll cages.
