Comet clutch help

I have a Yerf Dog 3203 with the 30 series comet clutch.
I just installed a new belt a few days ago and when you take off it jumps pretty hard like the belt grabs.

I recently bought ir and the guy I got it from repaced the buttons and spring (Green).

Anyone have an idea of what to do to about the jumping?

is it to tight on there? or mabey clean and lube it.

I don't think it's to tight I adjusted it according to Comet specs.

I put a coat of light oil on bushing with my finger to keep it off clutch face. no help

I think I have my problem fixed, bushing was very dirty inside clutch .
I cleaned and lubed it and so far it works great.
