Clutch seized?

I have a Manco Dingo with a Honda GX390 running a 40 series Comet Torque converter.

I recently changed out the belt, carb and pull cord.

When I go to start the cart it goes forward when I pull the cord so I think it’s stuck in gear.

I am able to start it and it runs fine when lifted on blocks.

However when I hit the brake on blocks the engine shuts off.

Ideas?

From your picture, it looks like the belt might be too tight. Too short. In it's relaxed position, midway between the driver and driven you should be able to almost pinch it to where they touch. Almost. Do you still have the old belt? If so, remove the new one and lay it on top of the old one. A very small difference can causes the sticking problem you are having.

I do not have the old one with me. I will have to check tomorrow and get back with you.

It looks almost as if the primary cvt is stuck. Both of those look like they need to be taken apart and serviced. Use only graphite powder to lubricate. Also only use a Genuine Comet Belt!!!

That's my guess.
From the big photo, it looks like the belt is parked farther up in the drive pulley than it should be as well as no apparent side gap.

So I got the measuring tape out and here is what I know.

The old belt was a Manco 6814 and when measured is 33 inches around

The current belt on the TC is a Blackhorse which according to the spec is 33 7/8's inches

When I check the go kart supply they state the comet belt I need should be 33 7/8's

I am thoroughly confused how the old belt is 33 and this new one is to tight. I will get the belt off the TC next just to confirm I was sent the right length as maybe there was a mix up there.

That’s why I said the clutches need to be taken apart and cleaned and lubed with the proper dry graphite and check for worn parts.

Got it all taken apart and put back together. The drive had some internal damage that my brother in law was able to help me repair and allowed it to fully sink back in and the belt now sets properly which allows the engine to idle and not move when stopped.
