Have you tried adjusting almost all the slack out of the clutch cable?

Motorcycle clutch levers usualy have a small thumb-wheel for quick easy adjustments. Sometimes the cable also has an adjustment point at the engine end, but If the cable has too much slack (or free-play) the clutch cant fully disengage and you'll end up with symptoms just like your describing.

Try adjusting the clutch cable to leave approximately 1/4" or so (6 to 7 mm.) of free-play so the clutch fully disengages but not so tight it causes slippage.

is it a manual clutch that you activate with your hand, or is it an automatic clutch?

you want some slack so the clutch engages, disengages towards the middle of the arch, and so it won't be so touchy.
