clutch help

so i got a 1" bore clutch for my honda gx240 and i was trying to put it on but it was really tight so i figured that i needed to sand off the rust on the crankshaft but it was still really tight and i can only get it on like half way.

so i have the following questions:
1. wtf am i missing? i get that it should be tight so it wont come off so do i just need to muscle it on?

2. there is a big hole where the the crank fits in and a small hole on the other side, and there is a threaded hole in the crankshaft so should i bolt it on too?

this would be the first clutch i have put on and i would like to get it done soon [my friends are hounding me to finish my go kart]

Measure pto with caliper. Is it really an inch in diameter? Might be a metric size larger.
Clutch should mount easily with little effort.
Does clutch have set screws? Or is it a bolt on?
If it is bolt on, then internal threads in pto become important.
If it uses set screws, then bolt is not needed.

Sand more, mine was like urs so i just sanded it for like 10mins. Crank the engine up and hold some wet n dry on the shaft till its real shiny, then if it still doesnt fit, sand it till it does. It wont be metric, its just really rusty. Also my max torque clutch needed to be filed in the inside as its put together in two halves and the halves were like 1000th of an inch out so i had to file the inside a bit otherwise it only went on halfway.

Check to see if your set screw is backed off all the way, if it is get a sanding block or some heavy duty sand paper, start up your engine and hold the sandpaper on the crankshaft for a little while, that should clean it up.

I had to grind mine down a bit because of a shoulder. If you need to grind it down a lot get a angle grinder and run the engine and be as precise as posible and then finish it off with sand paper.

it's preferable to put a bolt and a washer infront of the clutch. at first on my shopping cart i did not bolt the clutch and after a couple rides the clutch slid out of the shaft! so i recommend you to lock the clutch with a bolt and washer (should be standard size bolt like 3/8)
