do you know whether or not it is safe for a 6.5hp engine to run a header with no muffler i dont want to screw up the back pressure or anything

Tcgs13- you should totally ignore my brain cramps. FIXED! :D
That said- many, MANY people run open headers with no problems. At absolute worst, you may need to alter your carb jetting- but test first.

BTW- BACK PRESSURE IS BAD!!!!!!!
Too many people confuse "back pressure" with the concept of cylinder scavenging- two different animals. Back pressure is bad! The name of the game is flow- your engine is like you- the better you can breathe, the better you can perform. Back pressure is BAD! (Did I mention that?)

Toystory- what are you on about, it's his thread! :p

There is no problem with a straight pipe except noise. However, I have heard that some people gain a bit of torque using the Briggs style can muffler.

There is talk of bending valves if you run no header because they will cool down quicker. I am unsure how much truth there is in this.

What's a retread? Aha I will leave you alone now.
I would go for the filter first.
You can always make an exhaust if you have a welder. Just cut the flange from your old exhaust (or make one), then weld some pipe approx 3/4" i/d to the flange. It wants to be about a foot long.

As far as a filter goes, you can order some k+n style one from eBay for about $10. They do the job. You will need to buy a filter adapter though. Another $10 from NR.

Don't forget you may need to rejet after the filter mod

Either or, really. You will do no harm in any order. Like I said, at absolute worst you may need to richen your mixture a bit, but the difference will be minimal. Can you weld? You could make your own header, and spend the money on the filter- getting BOTH!

Don't mess with your jetting unless you know you have to. Only if reading your spark plug indicates a lean condition should you do it.

And making a straight pipe is easy, I bet you can do it!

Honestly, it's a piece of cake. The jet's easy to get at, and a cinch to replace. You don't have to disassemble the whole carb, just take the float bowl off. Reach right up the middle with a small flathead screwdriver and unscrew it. Cakewalk.

As for the pipe, your easiest option is probably to cut the flange off the factory muffler and save it. Nip out to your local Home Depot and get some 3/4" EMT (electrical conduit). Get a pre-bent 90* elbow, and a straight section. Cut the 90* to the actual angle that will serve you best, weld the flange on, and a section of straight pipe. If you know an electrician, you can probably get this stuff free.

OP- if you have a construction site near you, ask and they might have a dumpster nearby that you can raid for some electrical scraps.
On my bike I made an exhaust pipe out of EMT scraps I found, there was even a 90* bend.
If you weld it, make sure you grind off the galv about an inch to each connecting piece. the fumes will make you really sick if you get a good dose. It can be done just have good ventilation.
