There is a tag on the kart frame that has "Action Industries inc" on it from Tempe Arizona and it also has a serial # (715589) the tag looks original to the kart frame.

Its a Circa 1985 Thunderbird, Number 7, 7-11, Citgo Ford Fielded by Wood Bros. racing with Kyle Petty behind the wheel. One of the first widely distributed NASCAR marketing replica Karts. Completely restored might be worth something to a Wood Bros. Fan. But I see similar karts all the time for only a few hundred bucks.

I would restore it to someone else like Bill Elliot, Davey Allison, or another Ford driver and see if its uniqueness would make it worth more.

My intentions will be to not restore it to a NASCAR style, and I have no interest in the resale value of this Kart, I was really more interested in the "history" of the kart and from what Im seeing its not really anything special and that suites me just fine. I will blast and POR and paint the frame and wheels, replace nuts and bolts, bushing, cables and freshen up the motor and then I have a friend that paints cars and we will do something really different just to scare the hell out of the purists! This will be a kart for my kids when they are bigger so it will probably sit for a few years after the resto. Thank you all for your input and info and I will start a log when I get started.
