According to this forum's users, those wheels are crap, the tyres wear down in an instant (as little as 30 mins) and the rims are just barely rigid enough for an unpowered wooden cart...
So, yeah, but no...
just take a look around, find old riding mower wheels or kart wheels on CL or ebay or whatever...
yes, you'll have to invest more than just 15 bucks a wheel most likely,
but it'll pay off after the first hour you actually drive your kart.

So if I have a very low ratio, and pick up a torque converter... Could I keep the big tires?
Yes you can. As long as your gear ratio is suitable
