I'm not seeing where there's a clearance issue moving the sprocket carrier more outboard (left)
and as for moving the carrier right you should be able to flip the whole carrier around although replacing the current bolts with "button head" socket cap allens would buy you at least 1/16 clearance as it is now.

I'm not even seeing a major alignment issue in the pic so if your dropping the chain I'd make sure the sprocket isn’t warped. I find a warped sprocket causes the most chaos and it only takes a single tooth being tweaked to derail a chain as long as it's just enough to go outside the chain plate, or at least lift the chain enough to jump off due to the high tension making the sprocket flex momentarily.

Looks like your clutch is a 1st generation Noram Cheethah. They were made to be installed with the drive gear facing Inboard or outboard, although you might have to shim it out a bit for clearance.

Another solution for you might be:
It's very common for guys with racekart's like yours to heat up their rear seat struts and bend them into whatever position is necessary to achieve clutch/engine clearance, and still support the seat.

I had to bend both of my frames rear seat struts on one my old racekarts:

Yep, hopefully your engines output shaft will be long enough so you can shim the clutch out far enough so it's weights clear the side of the engine. 3/4" thrust washers are very thin and perfect for precision shimming, they're available at ace hardware stores. Just shim it so the clutch still has a little bit of in/out clearance on the output shaft with the nut tightened, you don't want tightening the nut to be crushing the clutch. Then you might need to adjust your axle sprocket over towards the left/driver side to perfectly line up.

PS: if the engine keeps rotating as your trying to loosen & tighten the clutch nut: Remove the spark plug and feed a few inches of clean rope in through the spark plug hole. This will block the piston from coming all the way up and lock the engine in place...
