its an engine off an old lawnmower, horizontal shaft, on the shaft is like a drum brake, it's off a self propelled mower.
i noticed the throttle is linked to a pulley when i pull it lifts the middle pulley which then turns the belt and it movs, but how do i use this on my cart

What is that off of? Zoom out, take a picture of the whole thing.

Looks like the motor has a clutch and a speed reduction, gearbox? Can't tell.

Looks like you have just a simple belt tensioner on there, normally the belt is loose, and when you pull a lever it releases a pulley which tensions the belt.

Setup you own tensioner? its not that hard just be creative. Put a pully on the axle, and the engine space them so that the belt is loose enough to slip without burning, then make a spring loaded swinging arm with another pulley that will tension the belt when you release a peddle or lever.

Heres a vid of a riding mower, the belt uses the same concept, might give you an idea. Skip to 55 seconds in, thats where he shows the pulleys.

no the first pic is the centrifugal, the 2nd and 3rd turn the cutting cylinder, then look at first pic, small pulley on right is linked to the blade, you then pull a lever to lift the middle pulley & it powers the back roller. so if i start it the bell housing spins and bye kart.
