4 mph? that is extremely slow... I'm betting the engine itself isn't running right. If someone asked me to make a kart go 4mph... it would be SUPER hard to gear it that low with a normal running engine. Make a video of your mini-monster idling and running, and post it, and I'm sure Soup and Mystery would diagnose it immediately!

Post some pics, count sprocket and axle sprocket teeth, tyre size etc.

Well it has to be the carbureator i hadnt even looked into that becuase the guy said he had just cleaned it but went out today tried to idle and it died whenever i let of the gas

the clutch isnt slipping im fixing it for my cousin he got it a month ago and was told it went 30 not it goes like 4 if it has a throttle switch i cant find it.

although it does go pretty fast after you hook it to an old dodge neon.

Clean your torque converter and see that you have the proper belt. That will likely be your problem if you have the revs.
