fuel dribbling out carb cos your plug is wet fouled which = no spark. You keep pushing and this keeps pumping in more fuel. Clean the plug and try again. Bet you it will start first pop. Then give it **** for 10 mins and you'll be right.

the only thing i can think of if you watched my video when the tank shatterd that tank had fuel valve on it and it was working perfectly now since i put the new tank on with new fuel line there isnt a valve on it just a straight pipe and now its flooding could that be a reason ?

Your new tank w/o a shut off valve is fine, but when your old tank shattered you might have drawn some debris into the carb causing it to flood.

You might just need to take your carb completely apart and clean it. But its easy to damage the old diaphragms, (besides that they wear out with age/use anyway) so that's why I suggested you buy the correct diaphragm kit for your carb model and clean/rebuild it.
