Can't keep the Throttle Plate closed

So I finally wired up my pedal to my new 6.5hp greyhound. Everything works fine, except.. even with the throttle bar all the way to the right (slow), the throttle plate is wide open. The problem is that the black plastic piece (that connects to the throttle plate) on the top part of the carb wont spin back closed. I cant figure out what's suppose to keep tension on it so that it closes. there's a little spring that attaches to the rod that adjusts it, but the spring just attached to the rod. Not sure what to do. here's a picture.



I guess the spring somehow needs to be tighter?

The butterfly on the carb stays open when the engine is off. As soon as you start the engine the butterfly will close.

Well... that'll be the best thing I've heard all day. Hopefully that's the case :)
