You can take it to a machine shop and they can probably do it, but you're better off buying a Clone for a good price brand new. You can always but a new crank, but that's a lot of trouble to change if you don't know what you're doing .

As you have sorted the carb, I assume you have the mechanical ability to take the crankshaft out?

Replacement would probably be the cheapest option unless you have a mate with a mill and or lathe. Cost would be between $25 and $200 depending on model and quality, genuine or fake.

Find some markings on the motor. This will help you find a crank. Gx200 clone cranks can be had for $25, but you say it's 13hp so if that is correct it would be a gx390. As it is a Honda, you should find markings on the casting somewhere, on my 160 and 200 the markings are on the crankcase near to where the yellow wire comes out.

The motor is worth it. Don't buy a clone, they are lower quality and would cost more than converting your motor.
I know it is off topic, but I have 3 clone carbs. The differences in Venturi size, and the quality of machining is shocking.
