Can anyone help me on the name of this part?

I just got my first Kart yesterday and The guy I bought it from gave me one of these things to put on the front to put on new Slick wheels. My only concern is I didn't bother to ask him what the part name was. If anyone needs any other info id be happy to help to the extent of my noob knowledge

No problem. You need it's mirror image. That's a left (or right) you need the other, just like it, but opposite.
