So tell us.... what does the motor do when you pull the cord?
Maybe someone can help you if you tell us in detail.

When I pulled the cord, the motor would turn over, but nothing happened, which probably has something to do with the engine sitting for a while. I checked the valves, they seemed to be going up and down at the right times.

Is that a Predator you're working with? Just read back from the start of this thread, and you and folks talked about your timing. I'll accept that the marks are lined up and the valve lash got a feeler gauge setting.
But what happens when you set the lash to .003" on a valve that's supposed to have a lash cap between the rocker and stem, and that lash cap is missing? Spoiler alert, your timing is off then.
