Hi all bought this little gem from only a couple of miles from were i live. It was a very well made axe sharpener powered by this engine through a small gear box which i will go into later but first need some help on the engine

From this information i have found its 17 inch displacement horizontal shaft with a Vacu-jet Carburetor and a mechanical governor


the first help i need is i need to know what horse power it is? i think it is 7hp can someone confirm this?. Being a brit i do not know much about Briggs and Stratton engines im looking at this powering a rear wheel drive adult off road buggy will it do the job?. Next i hear talk of billet rods and billet flywheels and removing governors what can i do to it and what can i up rate and change?. I have worked out it was made in March of 1971 that puts it at nearly 45 years old! though the chap i bought it from said it has sat not running for the past 25 years it was full of oil and has loads of compression i gave £30 quid for everything
Next is the gearbox that came with the deal it is a very old Albion 3 speed with reverse and clutch all the gears select the clutch needs a clean and check how hard is it fitting gearboxes to buggies would i gain anything in using this box or would you recommend a torque converter?
