riding the clutch is a bad idea, however limiting the rpm of the engine below 3600 rpm is also a bad idea IMO, because if the rpm is below 2500 then the clutch will slip.
The best form of speed limiter is gearing!
How old are the kids? if 12 and above, I would leave the kart how it is, geared for 32mph. They should be sensible enough to have a sense of fear, and not go much above their comfort zone.
However, younger than 12ish, they could get the pedals mixed up, or not judge distance well ect.
If younger than 12 then I would consider a jackshaft.
BTW, how are you making your sprockets? I want a 70t #40 to gear my kart for lower torque, but they are very expensive, and american!
