Brakes work but extra cable?

I just bought a frame. Believe it is a Karts International. Brakes seem to work (spin wheels push pedal they stop). But off the brake rod is a cable. Not sure it's purpose. Not hooked up to anything and runs to the back of the kart. Parking brake?

Probably a parking brake. Related to Bristers thunder karts. If it is Karts International. Chuck Brister owned both companies.

If that kart is only 1 wheel drive (no straight rear live axle). It may also be for a second mechanical caliper so it can stop straighter.
