What is it you're needing to do- slide the rotor over a bit on the shaft? Make sure there is no other grub screws or other retaining hardware or methods in play. Soak the axle in WD40 or similar. Make sure to remove any rust or burrs on the shaft and start tapping on the rotor with a soft-faced mallet or deadblow hammer. Don't strike directly with a metal hammer, use wood if you have to. Keep turning the shaft as you go so that you're not continually smacking the same spot. It will likely help to use a torch (propane, MAPP, etc) to heat the hub up. Try to heat the hub evenly all the way around without heating the axle. The hub is probably frozen to the axle with rust.
If possible, remove the axle from the kart. Standing it up on end on a piece of plywood and striking downward will provide the best results.
