The right pic........That little hole showing is the Allen headed set screw that holds it. I think I see another set screw directly below it also. There might be another one on the opposite side. You need to remove the wheel hub also. If it doesn't slide off after loosening the screws they are seized on and you might have to soak them with wd40 or something equivalent.

OK Thanks how do I remove the nut on the end of the axle. Because even if I hold the other nut on the other side the engine will spins and I cannot get the nut to break loose?

Forget wd-40. A trick I've learned working on vehicles is if something is seized on you soak it in pb blaster (wd-40 is a water displacement fluid, not a proper penitrating oil) give it a few minutes to soak, then give it a few lights taps with a hammer to vibrate the pb into it. If it doesn't come off then you hit it with pb again, then heat it with a torch til it's red hot, then splash some cold water on it.

the expansion and shrinking of the metal will free the two pieces.

I've never had something I couldn't get off doing this. From 34mm hub nuts, to 10 year old tie-rods.

I had The same issue. First I spayed it down with power blaster and let it soak for about an hour. I took a wrench And put it on one of the lugnut studs with the lugnut tightened down. I Then used it as a leverage point to break the main bolt free. Take a look at attachment. Its of a 4wheeler but it should work.

I'm going to recommend not heating anything red hot. Done alot of removal of really rusted pulleys and bearings on electric motors. Nothing needs to get that hot.

Heat hot, like enough to smoke oil rapidly. Keep the torch moving at all times

If you have a air or electric impact it will get it every time. But if not I would try bolting the wheel on and using a extension with a breaker bar. With the wheel on the ground.

Let them soak a bit with the pb blaster, and or use some heat.

... So I "get" the buy new brake caliper reasoning. But what strikes me as odd, (now as good of clarity as the pics are) what's wrong with the exsisting disc? It doesn't look chewed up or otherwise of questionable note(unless it is bent and otherwise wasnt mentioned), except being rusty(with a quick sand could be fine)???

I'd say if it's fine, just polish it up and leave it.

Before attempting to move the rotor hubs, be sure to clean any build up from the axle...

This is a good point. I just rebuilt an axle assembly that was new one year ago. I just swapped everything from one kart to the next. So nothing was rusted but..... All the little marks on the axle from the set screws had to be sanded smooth. So a little wd or pb and some sand cloth goes a long way.
