Does this type of caliper just bolt to the frame or is it a slider type?

I can't see the way the mount is supposed to go. But for an asymmetrical caliper (only one side is "active" to operate properly, it needs to be allowed to float. If it can float (slide) it can apply equal pressure to both sides of the rotor. If the caliper is fixed and there is any cap between the rotor and the fixed pad (think pad wear), then the live pad pushes against the rotor, but since there's nothing pushing back, you lose a lot of clamping force. The rotor will even start to deflect, causing a further loss of efficiency.
