Bleeding brakes

Need some advice, I have a top kart and am having trouble with breaks, Have pedal and can see pads moving but no breaks, This system does not have bleeders, the bottom of shoes move but the top does not seem to move and does not touch caliber can somebody please advise how do you bleed these brakes also how do you adjust these breaks

Can you loosen the brake hose on each caliper instead? Apply pedal pressure then crack the brake hose fitting on each caliper one at a time. Look for any adjustment rods in the calipers that move the pads.
