A tow strap and a car.... You're going to have to be more specific. Does it have a clutch?

i see a clutch....

but dude start with basics dude

do these three steps:

Step 1.-Take the spark plug off, then with the sparkplug wire on it put it against the engine then pull the recoil. you should see some sparks at the electrode.

Step 2.- put your thumb on the sparkplug hole and pull the recoil. it should blow your them off of it.

Step 3.- install the sparkplug then prime the carb, after that pull the recoil again then take the spark plug out. it should be wet and smeel like gas.

the engine runs fine but i need to make it more powerful or somthing becasue the wheel isnt turning

Could be clutch.

does the wheel show any signs of movement at all?

should of said that in the first place dude.... definately sounds like a clutch problem.
