bearing cassette

Hello everyone, quick question about installing rear axle bearing cassettes. How do they get installed? Pic 1 or pic 2? Still waiting for bearings but the hangers were just laying in a box so idk which way they get installed. Thanks in advance!!

Pic #1.
The hangers are to clamp securely the bearing as they are self aligning. Tighten after the axle is installed.
