Band Brake Drum When to replace

Hi guys-

I have an old Manco Dingo 285. The brakes are terrible and after getting into this I realize that the existing brake drum appears to be slightly cone shaped. In other words the inboard side is slightly larger than the outboard side, if that makes sense.

Do I need to replace the drum, or is it supposed to be that way?

The brakes are plenty tight but the band sometimes rolls over the drum, how can I fix this?

My last kart the band would lock up the wheels, this band appears to not create enough friction, there is plenty of friction material left, should I also replace the band?

The e-brake always engages one of the back brakes, so that should be your only concern at this point, but if any one of your brakes has seized it is a good idea to get them all checked out.
