Balancing wheels

My vintage kart shakes at speed because the wheels need balancing. How can I do this? I'm running Margay series 24 wheels and I don't have any kind of balancing fixture to do this on. One wheel always stops in the same position so I expect I'll have to add a lot of stick-on weights to the light side.

the simple way is to build a rig, just as the one used for model plane props..

two bearings (as rollers) just not touching side by side on each end of the rig to support a short axle. (not fixed but only supported by the "rollers" and the weight of the wheel)
and that'll also give you a clue if you need to add weights to the inside or outside of the rim.
depending on which end tends to wobble first
