B&S with an Idle problem pls help

Hi everyone i bought a 5hp briggs fun power for a kart i am building for my little sisters. It was sitting out in the rain for a few months and didnt run so i tore it down and bored the cylinder and replaced the rings and all the gaskets. Then i soaked the carb in carb cleaning for about two days. I also cleaned out the tank by runing it through a parts washer and cleaning out the rust with an acid based remover that i have at work.Well now it runs but it wont seem to idle down. Its stays running about 3/4 throttle. What do i need to do to fix this problem? I was told that there is some linkage from the carb. that might slow the idle.Is this true? if so what does it hook to at eithier end.Any help or ideas would be great THANKS

Governor messed up, run without governor. Eliminate all throttle linkages, attach throttle directly to carb.

so none of the linkage is needed? and what do i bolt the throttle cable to if i remove all linkage?Also there is two different rods going to the carb are both of those governer linkage

is there a chance that one of the cable coming off the carb should go to the brake?

Sorry for so many questions but trying to have this for christmas

Not for fun use it isnt, remove all the linkages. Rig the throttle directly to the carb butterfly.

The brake stuff from the brake pedal goes to the brake.
