looks more like the base gasket rather than the choke. Check spark plug, what color is it?

Replace diaphragm. They're cheap enough.

Appears to me that drip is coming off bottom of choke...above gasket?

I just see excess fuel near the choke, making me think base gasket (tank to carb) but it could be a faulty diaphragm ($2?) or it could be running rich or have a weak plug not burning all the fuel. A plug Chop is needed.

Fuel either burns or it doesn't. No such thing as not burning all the fuel and backing up into carb.

Then im guessing diaphragm or base gasket. Both together cost like under $5

Make sure to put a light coating of silicone on the new tank gasket.
