Axle too tight

So I finally got around to mounting my axle to the frame and what happens is that when the bearing holders are loose, the axle spins freely. When the bearing holders are tightened down, the axle is hard to spin. My bearing holders are on the outside of the flange rather than the insideZ don’t know if that makes a difference.

Is this just spinning by hand or there's a felt drag when powered??

Depending on the bearing style if they are self-aligning or not it'll settle itself when under power...
But pics are needed to tell for sure..

Based on your description, you have self-aligning ball bearings, and not two piece tapered roller bearings. if they were roller bearings, I'd say you just had them too tight, but that's likely not the case here.

When you tighen down the hanger bolts, do each one a bit at a time, working back and forth between the two or three. Sometimes if you tighten one fully, then the other, it will tweak the bearing a bit our of alignment and put a side load on it. It should work it's way back from running it for a while, but you can minimize it by alternately tightening the bolts.

Prior to me tightening them down it spun freely. But now i need yo grab the axel and twist to rotate it. I am assuming i need to back off the nuts and slowly tighten each.

Sandman- with self aligning binding doesn't really happen after they settle themselves after being tightened.. Typically why 2piece bearing hangers need to be checked after a ride or 2 when new.. Kinda like brakes when new... Takes a short bit to bed in...
Those bearings(the ones you've shown) are hard mounted standard bearings, and they take what ever axis that they are mounted to... Ie the bearing hangers.. In this case the bearings bind as they are tightened.. They are not parrellel to each other.
Self aligning do just that for what ever axis the mounting bracketry is at...

So i have to check and see if one of the hangers got bent slightly throwing them out of parrellel. The axel was off when i got it. So its likely the problem as it got moved around a bunch
