Axle bearing question

so I bout new axle bearings for my yerf dog and the bearings slide back and forth in the flanges.... is that okay?

The flanges need to be back to back then against the frame.... not capping the outside of the frame hanger with the bearing inbetween......
I Had that issue before on one of my bikes... a bit of a pain... but fixable.

So I flip the flanges around so lip is facing the bearing ?
