Attempting to Remove Rear Axel

My neighbor started this project and quickly gave up after ruining the rear axel. I was just curious if there was any certain way to remove this axel or if it’s just rusted and needs more work and attention. Also would love help identifying what make and model this cart frame is. Thanks

I am also in Georgia USA and know nothing about your kart... except! That axle is toast and will need to be cut away.

Do you think I need to cut it out or is there anyway to save the bearings and just remove the axel pieces

Howdy, neighbor. Just below ya' in da flatlands o' Jacksonville. Did you really need to clamp the jaws of those vise grips on the axle threads, or had you already determined that a new axle is required? Was that before or after the axle got cut in the middle? You already know a new axle is in your future, and you should already know that new bearings are also. The only real question about the rear end is what kind of new parts to put on it, for immediate and for future use.
I'd change from the axle-in-a-square-tube to a standard bolt-on setup of a 1" solid steel (I like Flex-Pruf axles) live axle mounted on pillow block bearings, a sprocket hub with a 5.25" bolt pattern #35 split sprocket and chain, a brake disc with a cheap hydraulic master cylinder, and double-split locking collars sistered up against both sides of everything. If you need new rims, I'd use 6" split rims with innertubes that have L-shaped stems, and cheap 6" tires to fit the rims.
