Anyone tell me what this part is for

I have no idea what this part is for coming off air filter and the clear resivior I notice fills with gas semi quickly any idea what that means kinda bogs once and awhile when pushing gas all the way down. Also would there be a way to put a normal air filter on it without that extra stuff off of it.

Looks like a crank case breather PCV type of set up. The way they like to regulate anything fun I'm surprised we don't have to smog our little machines yet.

Lol I believe this is California emissions passable. So I wonder if that is why it's like that the exhust pipe has a little nipple on it also with a silver box and tube coming off it.. thanks for the info
