The TAV won't clear the oil cap ....when I remove oil cal it still won't clear the exhaust manifold

Will that change the direction of the chain and make it only drive on reverse?

No it will still go forward.

See where the rust marks are? I'm getting alot of chain rub there

OK it fits but like I said it's getting chain rub on those bars should I grind down?

You have three options:
1. Move your axel forward a couple inches.
2. Move your engine mount/plate back a few inches.
3. Grind those fins down.
#3 is probably the easiest, but you really don't want to jeopardize the structural integrity of your TC. You'll notice in the picture I sent of the cycle Kart. The engine sits behind the axel. This way the TC points forward, and the chain just goes straight down, rather than backwards, which will rub those fin things.

I mount mine the other direction, pointing towards the rear, as I feel most do. But you look like you have limited space...

...grinding maybe the only option. They are there for strength. Good luck.

I would see if I could slide the axle sprocket a bit towards the driver side.
Then I'd try to add a spacer/washer tween the jackshaft bearing and the sprocket to move the JackShaft Sprocket a tad.
Then I'd grind away at those fins with an angle grinder.
