Water cooling allows for tighter tolerances, making much more power. EX. A air cooled 250r makes around 25-30 hp while a Water cooled R makes upper 40's. The air R's piston is 70mm and the water cooled R's is 67.5mm(IIRC). Watercooling is alot better in many ways.

Also, dont get me wrong, i love my air cooled 250r, its a freakin beast for what it is, but watercooling is gunna make you more HP which really matters!

Its all opinion i guess, Power does matter, alot in fact. For me, Power is the essence of Fun.

I'm choosing to go watercooled on my off-road kart because I don't like the idea of having the engine overheat because I leave it running while stationary, for some reason.
I am going to replace the bike radiator with a small car one and a fan to make sure it NEVER overheats. Believe me, after spending all that money on an engine you can spend a little bit extra to stop it self destructing.

This will probably be on an SV-650 or KLR-650

Not every engine is made for fun. Funmobiles should be powerful, a completely trustable SHTF vehicle needs to be able to run after sitting 10 years in the dead of winter. water cooling in that situation=cant help anything. Everything has its purpose.

Well there is the best of both, my R, is a 1981. Was on its ORIGINAL piston. A 2 stroke after years of abuse and high RPM.

whats the engine off of?

The engine will probably be from a Suzuki SV-650 road bike, a KLR-650 bike or, if I can find one cheap, a CBR600RR. MMMM, 120hp!

No engine overheats in this scenario unless something is wrong with it.

Summer in outback Australia. 40 degree C days with no wind to speak of. Leave an air cooled motorbike engine running stationary in that sun and there's a pretty good chance it will overheat.
Water cooled bike engine which has a car radiator (much bigger than standard) and a large fan has a better chance of staying cool.
Also in a buggy you are often revving the engine a lot and not moving very quickly (sliding in a corner) so that just makes the situation worse.
