Anybody in PA

I got a ticket for riding my kart in a parking lot (and field next to lot)
ticket is for an unregistered vehicle
Already plead not guilty and I am finding nothing regarding ATVs and karts in the PennDot code online.
Ticket is $160.00

Anybody ever run into this?

parking lot I was in was in our local park way in the back where no one ever parks and is in the middle of nowhere.

I drive in the parking lot where I work almost everyday...especially weekends.
It is private property and my landlord has no problem with me driving my stuff there.
It's a commercial area. Nearest residence is probably a couple miles away.

Cops have no way of knowing if I have permission or not and have never stopped me.
I know they see me. Sometimes I start at 5:30 in the morning (with straight exhaust) when the parking lot is completely empty.

$159.50 ticket for an unregistered vehicle.
Plead not guilty and court date is 5/25

How can you give a ticket for an unregistered vehicle when the you can't even register the vehicle in the 1st place?

Did find out it was the Chief of Police that issued the ticket. Also just joined the local fire dept and found out the Mayor is in the dept as well.

Still waiting on a response from the state rep I emailed when I had issues with the DMV

Will update when I have something new.
